  Regulation of Accrediting the Inspection Bodies

The First Article

  1. Terms The following terms are defined as shown except if the context means something different:
    1. SASO: Saudi Standards, Metrology and Quality Organization.
    2. SAC: Saudi Accreditation Committee (SAC).
    3. Secretary: SAC Secretary.
    4. Inspection Bodies: Bodies that offer the inspection services.
    5. Inspection: make the inspection for the product design, the process, and installation, operation, specifying its conformity or the technical judgment with the general requirements.
    6. Accreditation: an official recognition from SAC for an inspection body to do certain task properly.
    7. Inspection Team: Persons who are appointed by SAC to assess the inspection body.
    8. Assessment: an independent procedure is done by SAC to determine the sufficiency of certain inspection body.
    9. Accreditation Scope: A service or a group of services of conformity assessment which were applied for.
    10. Periodical Assessment: a group of activities – except renewal- to observe the continuity of fulfilling the accreditation requirements by inspection bodies.
    11. Note: assessment includes field assessment, inquiries from SAC to accreditation bodies regarding accreditation, license review, providing records and documents (such as monitor reports and internal quality control to make sure of the services, complaints records and department review records).

    12. Accreditation Suspension: it is a procedure that makes accreditation partly or fully not valid temporarily.
    13. Accreditation Termination: the accreditation is fully terminated.
    14. Accreditation Decrease: the accreditation is partly terminated.
    15. Accreditation Certificate: an official certificate or a group of certificates indicate that accreditation is promoted in certain field.
    16. Accreditation Logo: SAC logo.
    17. Non-conformity: partly or fully un-fulfillment of the accreditation specified requirement/s.

    Second Article

  2. The Scope and Accreditation Requirements
    1. This regulation determines the organizing bases and the requirements related to inspection bodies accreditation.
    2. This regulation applies on all inspection bodies intended to practice this activity in the kingdom before, during and after accreditation.
    3. inspection bodies are accredited according to SASO ISO 17030/2006. (taking into consideration the new edition).
    4. in addition to item 2/3, inspection bodies should fulfill the requirements in this regulation and any requirements specified by SAC.
    5. inspection body should fulfill any requirement may appear after updating SASO ISO 17020/2006.

    Third Article

  3. Accreditation Process
  4. Accreditation applications are submitted to the secretary and include the following:

    1. the approved application form after filling it.
    2. an electronic copy and another paper copy of quality guide related to the inspection body.
    3. a list of inspection services that the inspection offers and the instruments and equipments used.
    4. Staff data (number, job description and qualifications).
    5. an official document shows the legal position of the inspection body such as (preliminary license and commercial record).
    6. an official letter addressed to SAC includes the desire to get the accreditation.
    7. offer a financial insurance covers the body activity.

    Fourth Article

  5. ( steps of accreditation certification's procedures)
    1. First: the first stage (office assessment).
    2. SAC appoints a team to implement the first stage which includes studying the offered documents and to make sure of its fulfillment.
    3. the inspection body is informed of any comments on the documents in order to correct them.
    4. the date of the second stage (field assessment) is set by coordination with the inspection body.
    5. the process should not move to the second stage until the requirements of the first stage are fulfilled.
    6. SAC provides the inspection body with the names of the inspecting team before enough time of the inspection visit in order to approve them and if there is any objection on any name, they can discuss it with SAC and make the proper procedure.
  6. Second: the second stage (field assessment)
    1. the second stage starts with an opening meeting between the assessment team members, the top management, quality manager and the officials relevant to the inspection body to determine the assessment scope, to present a simple explanation of the assessment purpose and the decided plan.
    2. after accomplishing the assessment procedure, a final meeting is held. In this meeting, a result report (verbal or written) is introduced, and reports of non conformity if there is any are provided with the correction procedures and the period agreed upon to finish these procedures.
    3. the inspection body sign on the non conformity reports after accepting them and make the correction procedures for them.
    4. the team leader prepares a report of the visit results and provides the inspection body with a copy of this report in no more than five working days.
    5. the inspection body closes all non conformity cases during the period agreed upon. If it finds difficulty in doing so in the specified period, then it should inform SAC officially in order to expand the period.
    6. the report is closed when it is sure that the correction procedures of the non conformity cases are done by the inspection body.

    الFifth Article

    1. SAC makes two periodical assessment to the certified inspection bodies as one assessment per year.
    2. SAC provides the inspection bodies with a copy of every periodical assessment that is done.
    3. SAC has the right to make additional assessment visits different from what is mentioned in item (5/1) in the following cases:
      • Receiving a complaint from a customer of the inspection body.
      • If there is any non conformity cases after accreditation during the field visits

    Sixth Article

  7. Commitments
    1. First: obligations of SAC SAC committed to the inspection bodies which apply for accreditation, with the following:
      1. Provide all progress terms for accreditation, including models and necessary information, requirements, financial costs, and any other documents relating to the accreditation service to be available and accessible to all beneficiaries.
      2. Interest and consider to any complaint made by inspection bodies with objectively and take the necessary action about it.
      3. Provide the accreditation service to all inspection bodies which apply for accreditation - if they meet all the requirements - without exception, consistent with the regulations in Saudi Arabia.
      4. Ensure the confidentiality of the information that is found during the accreditation process in terms of inspection and to ensure the commitment of its agents, whether employees or who have been hired so, and sign a statement of information confidentiality.
      5. Response to the request of the accredited inspection bodies to expand or reduce the scope of work and assessment can be made to expand the scope for inspection bodies after the approval of the inspection body in conjunction with its periodic evaluation if possible.
    2. Obligations of inspection bodies The inspection bodies committed which apply for accreditation, with the following:
      1. Comply with all instructions and the requirements contained in this Regulations, including ensuring correctness of all data and information that are submitted to the Commission for the purposes of accreditation procedures.
      2. Pay all financial costs required for the accreditation, according to the provisions of Article VII of this Regulations.
      3. Informing the Commission for any changes to accredited inspection bodies regarding to contact addresses, title, legal status and organizational structure, website or any other changes.
      4. Provide all the data and correct information relating to accreditation procedures according to the models requested by SAC.
      5. Fully Cooperate with the evaluation team during the evaluation procedures (regardless of the evaluation type), provide all facilities and means to help the team to perform its functions.
      6. No statement at all, about accreditation or certificate use or Commission accreditation logo, in any form except for scope covered by accreditation only.

    Seventh Article

  8. Financial costs
    1. Administrative costs
      1. The cost of the desk studies (3000) three thousand SR.
      2. The costs of certificate issuance (1500) one thousand and five hundred SR, valid for three years, and pay at accreditation of inspection bodies and at each renewal.
      3. Replacement costs of certificate issuance (500) five hundred SR.
    2. The cost of an appraisal
      1. Calculate the cost of conducting the assessment for the second phase (in situ) according to the chart below, note that the cost per day is (1500) one thousand and five hundred SR for the resident within the Saudi Arabia and (3770) Three thousand seven hundred and seventy SR resident from outside of the Saudi Arabia.
      2. Travel and subsistence costs include: (A plane Round-trip ticket on Class owed in a Place of Work + Provide a room for each resident in five-star hotel during the evaluation + provide appropriate means of transportation to move between the airport and the Residence and the location of the inspection).

        If the number of workers in the facility increased for the number in the table above, so the Secretariat of the Commission and the requesting body for accreditation must agree on the number of days needed for the evaluation

    Eighth Article

    General Provisions

    1. The validity of certification is (3) years and be renewed by request of the inspection body, application must apply in two months before the end of this period.
    2. The Commission has the right to use any recognized foreign accreditation body, to be a member in one of the relevant international organizations, also may use residents from outside the Kingdom, as needed according to SAC.
    3. SAC may suspend a part of or the entire inspection body accreditation scope, or take back the accreditation upon a breach of the accreditation requirements.
    4. When there is a accreditation suspension, the length of the suspension will be calculated within the period of accreditation, in this case the Inspection body can't use SAC logo.
    5. SAC may suspend a part of or the entire inspection body accreditation scope, and is resumed after the request of inspection body, and evaluate it to make sure that it fulfillment the requirements of accreditation.
    6. In case of accreditation suspend from inspection body, it is not legal to use SAC logo, and if wanted to have accreditation once again, must have to apply again.
    7. Inspection body has the right to request reduce or expand the scope of accreditation at any time, and the Commission must take appropriate action about it.
    8. Inspection body has the right to request replacement accreditation Certificate after giving a clear reason for the loss of the original certificate, and pay the costs thereof.
    9. of The Commission only have the right to interpret the material contained in these regulations, or any other materials are not taken into account in these regulations.
