 Certificates of Conformity

​​​​​Saudi Standards, Metrology and Quality Organization (SASO) issues a number of Certificates of Conformity. The certificates issued by SASO are classified to three main types:


1. Certificate of Conformity for Model Approval​:​
A certificate issued by SASO for model approval, confirming that the product obtaining this certificate is conformed to the standards. The manufacturer/supplier/exporter can use this certificate to confirm that the product has been designed and subjected to the procedures of conformity in the production process.

2. Certificate of Conformity for Production line/batch approval:

A certificate granted by SASO to the manufacturer for a specific quantity of production, allowing producing this quantity during specified period.

3. Certificate of Conformity for Consignment:

A certificate granted by SASO for a quantity of the product prepared (to export/import) to confirm that it is conformed to relevant standards, and can be distinguished with (a serial number/batch number/date of production)

4. Exports Certificate of Conformity for Products

An optional Certificate of Conformity issued by SASO based on the requirements of countries that target technical products in order to facilitate accessing products to international markets

5. Certificate of Conformity for biodegradable Plastic:

This service enables the applicant to obtain the mark for biodegradable plastic according to the technical regulations for biodegradable plastics, which aims to define the environmental requirements for biodegradable plastic products included in the technical regulations to preserve the environment, consumer and animal health, and facilitate market surveillance procedures.

6. Certificate of Gulf Conformity Mark for Low Voltage Electrical Devices:

This service allows the applicant to obtain the Gulf Conformity Mark according to the Gulf technical regulation for low-voltage electrical appliances and equipment, which aims to define the basic safety requirements for electrical appliances and equipment and the electromagnetic compatibility requirements that must be met before placing those devices and equipment in the market. Then distribute freely within the markets of countries GCC.

7. Certificate of Conformity for Trucks and Trailers Under-run Protective Devices:

This service applies to front side and rear protection truck under-run protective devices, trailers and semi-trailers that their maximum weight exceeds 3.5 tons. This service does not include trucks and trailers used outside the roads, military trucks, and trucks designed for specific purposes in which it is impossible to install such under-run protective devices.

8. Certificate of Conformity for trailers and semi-trailers:

This service applies to all locally manufactured and imported trailers and semi-trailers. This service does not include trailers and semi-trailers designed for specific military purposes in which the requirements of the technical regulation cannot be fulfilled.

9. World Manufacturer Identifier (WMI) Certificate:

It is a service provided by SASO to vehicle manufacturers to grant them a unique code that distinguishes them internationally. This code is used in the first three digits of the Vehicle Identification Number (VIN), which ensures the uniqueness of the VIN for all globally manufactured vehicles.​

10. Certificate of Conformity for Electric Vehicles:

This service is available to electric vehicle importers / manufacturers and applies to all electric vehicles that their speed exceeds (25) km / hour, which are placed in Saudi's market, whether manufactured inside the Kingdom of Saudi Arabia or imported from abroad.

11. Certificate of Conformity for Electric Vehicle Chargers and their Accessories:

This service allows importers to obtain certificate of conformity for electric vehicle chargers and their accessories according to the designs that are allowed to be imported and described in the electric vehicles technical regulation.​

12. Certificate of Conformity for petroleum products transport tanks (aluminum tanks):

This service applies to petroleum products (gasoline, diesel and kerosene) transport tanks according to the requirements included in the technical regulations for tanks. The first part: petroleum products transport tanks.

13.  Certificate of Conformity for Electric Motorcycle:     

This service applies to electric motorcycles included in the technical regulation for motorcycles. It does not include motorcycles and used electrical motorcycle.

14. Certificate of Type Conformity for Lifting Equipment:  

This service applies to lifting equipment covered by the Technical Regulation for Machinery Safety - Part 3: Lifting Equipment and this service does not include used lifting equipment.

1. Saudi Quality Certificate "Hayyak" for Beneficiary Services Centers:

This certificate is concerned with the development of customer service centers in all organizations, and its criteria apply to various types of centers where services are provided to beneficiaries.

2. Certificate of classification for vehicle maintenance and repair centers: 

This service applies to all public facilities in the vehicle maintenance and repair sector in KSA, with the exception of facilities for military and security agencies.

1. Water Rationalization Label:

 This service allows the applicant to obtain a license to use water efficiency label for sanitary wares that are mentioned in the technical regulation for Water Consumption Rationalization Tools. It is also a guide for consumers to increase their awareness of the commodity before buying it.

2. Environmental Performance Efficiency Label for Paints and Varnishes:

A card affixed to paints and varnishes to indicate their efficiency and compliance with the requirements of the technical regulation for paints (dyes) and varnishes, and the card indicates that the product is compatible with the prevailing conditions, protects the health and safety of the consumer and preserves the environment.   

The following documents and data shall be provided in order to apply for partial authorization to provide conformity assessment services for Certificates of Conformity Department

• Application Submission: Submit an application for partial authorization using form QMS-F-10-02.
• Commercial Registration: Provide a valid commercial registration record.
• Acceptance Certificate: Submit a valid certificate of acceptance from the Saudi Standards, Metrology and Quality Organization (SASO) for the requested scope of authorization. The scope of acceptance must include all products and their related regulations as per the authorization being applied for.
• Legal Structure: Provide information on the legal structure of the applying entity, including details on its ownership and any industrial establishments or other conformity assessment bodies that are contributing, under the same ownership, or are a part of it.
• Auditors and Technical Experts: Provide a list of auditors and technical experts for the scope of authorization, along with proof of their required competence to perform their assigned tasks. The entity must commit to involving only the technical experts who have been accepted and accredited by SASO.
• Consultancy Services: The applicant must not have engaged in any previous consulting work for companies in the scope of Certificate of Conformity Management services within the last six months from the date of the application.
• Conformity Assessment Competence: The entity must demonstrate its competence in conformity assessment work, as well as its expertise and familiarity with relevant standards in the scope of the general regulation of conformity certificates for products and services and related conformity assessment programs (e.g., Saudi or Gulf technical regulations) within the scope of authorization. The entity must also be accredited according to the requirements of international standards (ISO/IEC 17065) and/or (ISO/IEC 17020).
• Documented Procedures: The conformity assessment body must have clearly documented policies and procedures that are in line with SASO's regulations, procedures, the general rules of the technical regulation for Certificates of Conformity, and related conformity assessment programs within the scope of authorization.
• ​Risk Analysis: Provide a risk analysis related to the services offered. This analysis must cover risks arising from impartiality and non-discriminatory treatment in all assessment work, including risks related to the preservation of confidential professional information obtained within the scope of authorization. This confidentiality must be maintained even after the entity ceases its assigned tasks or its authorization is revoked. This includes auditors, experts, and other employees or contractors, as well as the risk of using information for purposes other than those specified in the regulations and procedures for assessing product conformity.
• Equipment List: Provide a list of the necessary devices and equipment to perform the tasks assigned according to the specific technical regulation for the authorization.
• Non-Accreditation Proof: The applying entity must provide proof that it is not an entity accredited by the Gulf Standardization Organization (GSO) in the scope of the GCC Technical Regulation for Low Voltage Electrical Equipment and Appliances and equipment and the GCC Technical Regulation on Children Toys.
