يحدد هذا الجزء من المواصفة IEC 62055 اتفاقية طبقة التطبيق للـ STS لنقل وحدات الائتمان ومعلومات الإدارة الأخرى من نقطة نظام البيع (POS) حتى عداد الدفع STS في نظام حامل للعملة الرمزية الأحادي الاتجاه. يراد منه بشكل أولي التطبيق مع عدادات الدفع الكهربائية التي ليس لها تعرفة والتي تعتمد على العملة الرمزية المحددة بناء على الطاقة، لكن قد يكون له تطبيق مع أنظمة العملات الرمزية المحددة بناء على السعر، وللخدمات غير الكهربائية
