  • The product should conform to Saudi standards and the standards of the label.
  • When an enterprise applies for a license, it should provide SASO with any required information related to their product. In addition, the enterprise should facilitate the task of obtaining a model's sample to ensure its conformity to standards at its own expense.
  • The enterprise should declare that all provided information is correct under its resp​onsibility and by submitting the application using any of available methods electronically is considered as declaration to do so.
  • The enterprise should pay all the required costs associated with the request to SASO.
  • ​The validity of using the label is limited to products and models that are mentioned in detail in the license and should not be used for any other products or models.

  • Registering the company as applicant to obtain energy efficiency licenses through SASO's website (www.saso.gov.sa), electronic services, then energy efficiency program or using this link (here).

  • Attaching a test's report which conforms to Saudi standards of product's energy efficiency and the standards of product performance's requirements, which has mentioned in product's energy efficiency standard (if any). Moreover, the report should be issued by an accredited laboratory and from accreditation body that has a full membership in ILAC.
  • Paying the fees before starting the application's technical study, no later than 30 days after the application's registration in the electronic system.
  • Replying to observations, if any, then apply again in period no later than 30 day form technical observation date.
  • Completion the technical study of the application and the management's approval.
  • ​ Issuing the certificate and energy efficiency label electronically and it should be displayed in the applicant's screen.

The laboratory must obtain accreditation certificate conforms to the Saudi standard of the product's energy efficiency and the standards of the product performance's requirements, which has been mentioned in product's energy efficiency standard. Moreover, the report should be issued by accredited laboratory and from accreditation body that has a full membership in ILAC.

  • Registering the laboratory in the program electronically and attaching a copy of the laboratory's accreditation certificate and the field of accreditation through SASO's website (www.saso.gov.sa), electronic services, then energy efficiency program or using the link (here).
  • To submit your r​equest electronically, the username and password should be used to log in to the program through the link (here). ​

  • The enterprise must register officially in Ministry of Commerce or Saudi Energy Efficiency Center (SEEC) and it must be authorized to deal with these activities acc​ording to of Saudi Arabia's laws, or It is registered in SASO.
  • The product must conform to the Saudi standards and the standards of the label.
  • The enterprise must provide SASO with any required information when applying for a license and facilitate the task of obtaining a model sample when needed to ensure its conformity to standards on its expenses.
  • The enterprise must pay to SASO costs arising from the application.
  • The validity of using the label is limited to products and models that are mentioned in detail in the license and should not be used for any other products or models.

  • The applicant accesses the website of fuel economy label for new and light vehicles program (here) using username and password and searches about vehicle's model from the saved list on the website. The result will be one of the following:
    • The vehicle's model is involved in the saved list on the website, so the applicant will submit an application of obtaining fuel economy label for new and light vehicles through the website.
    • The vehicle is not involved in the saved list on the website.

  • The applicant fills the electronic application to add new vehicle model through the website.
  •  The applicant receives an invoice for the studying cost of registration of a new vehicle model and reviewing attached documents for the applicant through the website.
  • The applicant pays the invoice for the studying cost of registration of a new vehicle model and reviewing attached documents through Sadad system no later than 30 days. Then the applic​ation will be transformed through the website to a technical professional in the department.
  • The technician studies the application.
  • The application is be reviewed by the director of efficiency label department after approval by the technician.
  • After the director's approval, the website will issue an invoice of issuing cost of fuel economy label for new and light vehicles and notify the applicant through his account on the website and his e-mail.
  • The applicant pays the invoice of issuance cost of fuel economy label for new and light vehicles through Sadad system within the statutory period (30 days).
  • After the payment completion, the portal will notify the applicant about the issuance of fuel economy label for new and light vehicles through his account in SLS and his e-mail.
  • The applicant accesses his account on the website and prints electronic copy of fuel economy label for new and light vehicles in PDF format through his own account.



Determining fuel economy performance requirements for all light vehicles (New and used vehicles added) imported into Saudi Arabia or produced locally for sale in Saudi Arabia. The period between January 1, 2016 to December 31, 2020 is also covered by this standard.

Firstly, the work style when developing and approving optional Saudi standards: 
  • The initial project of a standard is developed in a way that it aligned in style and output with the methodology of generating Saudi standards which is derived mainly from the international methodology which implemented by the International Organization for Standardization (ISO) (IEC Guid 21-1 : 2005)/ISO) and used in the adoption of international standards.
  • Announcing this project in all possible means (SASO’s website, national newspapers, requesting opinions from governmental entities, chambers of commerce and industry, companies, and related manufactories… etc.).
  •  SASO gives related entities a period of time (60) days to study standards’ projects and give their observations and opinions.
  • SASO takes into consideration, as much as possible, these observations during the period of receiving observations. Moreover, the received observations will be answered if the concerned body requested. After entering observations, the project will be distributed again for a month with the ability of addressing entities who have expressed their observations on the project about SASO’s opinion of these observations. In addition, SASO will invite specialists in those bodies, if possible, to discuss and clarify the justifications. 
  • Approval from SASO board of directors for presenting the standard to the committees which arising from SASO board of directors for a discussion. If it is approved, it should be presented to SASO board of directors to take the approval.
  • Publishing the optional Saudi standards in the official newspaper (Umm Al-Qura) 
  • SASO informs governmental entities and chambers of commerce and industry about the Saudi standards that have been approved.

Secondly, mandatory Saudi standards (Saudi technical regulations): 
  • While preparing and approving mandatory Saudi standards issued by SASO, you should pay attention to the following: 
  • Related international standards are used, if available, as a base while developing mandatory Saudi standards. Standards or any of its parts should not be used if they are not efficient or inappropriate because of their violation of Islamic law, climatic or geographical factors, or basic technical issues.
  • As SASO is the official notification body in Saudi Arabia about Saudi technical regulations and standards, it notifies World Trade Organization (WTO) of Saudi technical regulation project and gives a period of time (60) days to receive any opinions from member states of the organization.
  • After approving technical regulation project by SASO board of directors, it will be published in the official newspaper (Umm Al-Qura) and the determined date on which it should be mandatory.
  • In case there are any inquiries (about any Saudi technical regulation, Saudi standard, or conformity assessment procedures) from any member state in WTO, SASO will respond to all these inquiries as it is the official inquiry center in Saudi Arabia to technical barriers to trade agreement (TBT).

Finally, steps of developing Saudi standards and technical regulations by technical teams:
  • They are the same steps as what are previously mentioned except that the initial project is prepared by technical teams and arising work teams in both Arabic and English. Then the project is announced (as mentioned above). After that, the project is presented to the executive committee arising from SASO’s board of directors. If it is approved, it will be submitted to board of directors for their approval.

  • In case of choosing advanced search, search criteria are entered for what you are looking for through this method as it provides many criteria that can be used to reach desired results.
  • In case of choosing simple search, you can search by the standard title and number.
  • When the search results appear, the beneficiary can add the standard file which he\she wants to buy and specify the quantity.
  • Standards information will be added to the cart with possibility of edit or delete any information.
  • After adding standards to the cart, terms of use are agreed upon and the process is completed.
  • Sadad number will appear and send to the beneficiary as SMS.
  • After payment completion, the beneficiary can obtain the files through invoices list then choosing the invoice with the same Sadad number

  • Testing and inspecting samples according to standards. 
  • Issuing technical reports of inspection and test results. 
  • Providing opinions and technical advice in electrical fields.
  • Cooperating with related departments for making the initial and periodic inspection on manufactories who have obtained the quality mark. 
  • Participating in the developing of standards and regulations with the general department of standards. 

  • The beneficiary can apply to SASO through sending an e-mail to the general department of laboratories. Then they will be answered and provided with the registering application and requirements (here).
  • The beneficiary should fill and resend the application with the requirements.
  • After the application is studied, the registration invoice will be sent if nothing missing. 
  • After payment, a copy should be provided to ensure the payment process with the financial department.

It is a service that helps to submit an application for imported shipments that are not intended for sale or trade, in order to obtain a consignment conformity certificate such as: shipments that are imported by individuals as equipment to manufacture products locally “where it will be manufacturing equipment", or when importing personal but in commercial quantities, or Import with a commercial register but not for sale, or devices and equipment for production in factories as well as shipments of primary raw products and shipments that are supplied to a government entity under a purchase order contract.

Yes, an unlimited number of products can be added in the same request for one consignment, and the certificate does not need to be printed, as it is automatically shared with customs through the automatic link.

You can use the IECEE certificate data issued by the authority on Saber platform to issue an equivalent certificate of conformity without additional costs and immediately, after which a dispatch certificate is requested

Only register the type of main model and issue a single matching certificate, and the difference of colors or sizes of these products is distinguished as model numbers.

It means that the product is not subject to any of the technical regulations that require a product conformity certificate, and if the product is not subject to the regulation, it is only necessary to issue a self-certification from the platform and then a consignment certificate of conformity.

A commissioner's identification number linked to the trade register must be added to the Commerce Department's regulations.

  • First: used vehicle models that are allowed to enter Saudi Arabia from 2016 model year and above until the last day of December,2021 (for passenger cars and buses), while trucks are allowed to enter from 2011 model year and above (10 years). Also, antique vehicles are allowed to enter for purchase only (over 30 years old).
  • Second: If the vehicle is used, it must be in conformity with the fuel economy standards, and it is also necessary to ascertain the extent to which it conforms to the requirements of ​the standard specifications for vehicles before importing them

  • ​It is prohibited to import vehicles manufactured with steering on the right side or the place of the steering wheel switch. It is also prohibited to import vehicles that have been damaged or have previously been subjected to collision, drowning, fire or overturning accidents. It is also prohibited to import vehicles tagged with Salvage or their equivalent phrases equivalent phrases DAMAGE - SCRAPPE -CRASH TEST - or used for TAXI or POLICE security purposes.
  • new vehicles are allowed to enter even if they do not match the minimum fuel economy standard, provided that the model is the current or past calendar year, in addition to the mileage not exceeding 1000 km, and that its model has a Gulf conformity certificate (manufactured for use in the GCC countries).
  • the permitted light transmittance for vehicle windows in KSA and the GCC countries is 70% for the rear and rear side windows, so tinted windows are not allowed for vehicles of 2018 model and above.

Thank you for your communication. Using (91) gasoline in cars that the manufacturer recommends (95) may cause damage to the vehicle's engine in the long run, and Saudi standards always recommend that you refer to the user manual and the recommendations of car manufacturers and adhere to them.

We would like to inform you that according to the traffic system issued by Royal Decree No. M/85 dated 10/26/1428 AH

And its executive regulations issued by the Minister of Interior Resolution No. 7019, dated 3/7/1429 AH (It is prohibited - without a previous permit from the competent authority - to make any modification to the vehicle that changes its color, features, or basic equipment, or leads to an increase in its payload or its prescribed dimensions)

The provisions of this regulation are as follows:

- 25/1 (In the event of a modification to any vehicle, the following measures shall be taken:

  • 1/1/25 When the vehicle owner requests to make any modification to it, his request shall be evaluated by the relevant Traffic Department.
  • 1/25/25 The modification to be made in the vehicle shall comply with the traffic system and its regulations.
  • 25/1/3 The vehicle modification request shall be referred to the Saudi Standards to determine the extent to which this modification is possible.
  • 25/1/4 The Traffic Department is responsible for granting permits for making the required modifications to vehicles.
  • 5/1/25 The vehicle passes the periodic technical inspection after making the modification.
  • 6/1/25 The vehicle shall be inspected after making the modification. In case of conformity, such modifications shall be noted in its records and driving licence.​

According to what was mentioned above, the vehicle modification request starts with the relevant traffic department to evaluate it and then the procedures are completed according to what is mentioned above.

Indeed, standard specifications have been set, the technical regulation for electric vehicles has been approved, and the commercial import of electric vehicles and their chargers has been allowed on Monday, Shawwal 16, 1441 AH, corresponding to June 8, 2020 AD.

Scholarship students are allowed to import their vehicles that are more than 5 years old, provided that the student proves that he owns the vehicle during the period of permission to enter the Kingdom.

Vehicles of scholarship students that were purchased before 1/4/2016 are excluded from fuel economy standards.

According to High Order No. 7/B/33325 dated 17/8/1423 AH (preventing the entry of right-hand drive cars or modified cars from RHD to LHD), these vehicles are not allowed to enter the Kingdom.

Vehicles that have been in accidents are not allowed to enter>
Based on Ministerial Resolution No. 7045/1/9/267/S dated 13/10/1432 AH, which prohibits the import of used cars used by the security authorities (police ..etc.) and taxis, as well as cars that have previously been in accidents of drowning, fire, collision, or rollover; or tagged with "SALVAGE" or similar expressions).
Note that the ownership document may not reflect the real status of the vehicle.

The permitted light transmittance ratio in the Kingdom of Saudi Arabia and Gulf countries for vehicle glass is 70%. This applies to vehicles of 2018 models and above, so it is necessary to replace the vehicle's window in order to be allowed to enter the Kingdom.

Vehicles with a gross weight of more than 3500 kg are not required to achieve a minimum fuel consumption.

The fuel economy label is issued for new imported vehicles and is placed by the manufacturers after SASO verifies that they meet the requirements. Applying for periodic verification is done through the Taqyees website.

After reviewing and approving the application, you will be contacted to coordinate the date of the field visit to provide the verification service. To follow up on the application, you can contact the periodic verification email:  pv@taqyees.sa

After requesting metrological verification and choosing the method of payment via the bank account, you will receive a message with a confirmation link on your email registered in the Taqyees platform. After accessing the link, click on "attaching the receipt" and send.

You can submit the receipt directly through the Taqyees portal after logging in and reviewing the list of orders.

You can obtain the tax invoice by logging into your account in the Taqyees portal and reviewing the application details.

The periodic verification certificate is sent after reviewing the verification report and there are no observations on the enterprise. The duration of the certificate is one year.

​​It is a temporary certificate granted to the enterprise until the application is initiated by the field verification team. You can request the certificate by sending an email with the title “Registration Certificate Request” with the details of the request to  pv@taqyees.sa

The National Standardization and Calibration Program (Taqyees) was launched by the Saudi Standards, Metrology and Quality Organization within the National Transformation Program 2020, and it is concerned with legal metrological control, operation and supervision of legal calibration operations and services in the Kingdom, including checking the calibration of measuring instruments.

  • Periodic verification is carried out for pumps or scales currently used in the market.
  • Initial verification is carried out on measuring instruments that have been approved for a national model.
  • Post-maintenance verification is carried out on measuring instruments that are rejected in the periodic check or that need maintenance before the end of the metrological labels period.

Each scale has a specific accuracy class from the manufacturer, and requires an accuracy class (II) for the scale used in gold shops and an accuracy class (III) for the scale used in other fields (such as food markets). Maintenance of the rejected measurement instrument must be done and a verification application submitted after maintenance through Taqyees platform.

Is there a limit to the financial fees for importing a vehicle?

No, customs fees and value added tax are not included.

The decision concerns vehicles that do not conform to fuel economy criterion or vehicles that have exceeded the permitted age for import. As for technical violations, it is forbidden to clear these vehicles according to the procedures followed.

The provisions of this decision do not apply to new vehicles, antique (classic) vehicles and sports vehicles (used on racing tracks).

Saudi individuals and holders of premium residency, including scholarships and diplomats, on used vehicles and light trucks (weight 3.5 tons and less)

The vehicle is considered new if it is the current or previous calendar year models, in addition to the mileage not exceeding 1000 km.
Example: importing a vehicle that does not conform to energy efficiency model 2021 and the mileage does not exceed 1000 km during the current year 2022; it is allowed to  be cleared without applying the financial consideration “for importing a vehicle."

However, if importing a vehicle that does not conform to the energy efficiency of the 2022 model and the mileage of the meter is 1500 km during the current year 2022, the financial compensation will be applied “for importing a vehicle and it will not be cleared without it."
